If someone only has text and talk, can he receive data in gifts?

That person could receive perks but not data from a regular monthly plan.

The nuance is important.

There are different types of perks, some are data some are like 5$ Bixi rides. They are given by Fizz once in a while,. For data 5GB were given last December and 5 more in May; so not regularly. But they can be passed again (but not more) to a member that is part of the gitfer's contacts. For that the email address or the phone number will be required as it implies a different process that some may find a bit laborious.

So this is different from gifting data , well described in this FAQ page, where :

• the data comes from a paid monthly plan
• the data comes from the current month's data (rolled over data , Upgrades or Add-ons cannot be given)
• only the referral code is required, rendering the process much easier and most respectful of privacy

So in general to receive data you must have paid for at least 1GB of data BUT perks are the rare exception.
