I've tried a VPN with Brazilian server with same result.
This domain appears to have been "down" for a while. Maybe it was never accessible to start with or it could be a recent security rule from their end:

Maybe try with another domain associated with that website but that allows international traffic.
Or simply try to contact them with whatever contact information you'll find at their mother site https://www.caixa.gov.br/site/english/financial-information/Paginas/default.aspx

From where are you trying to access this page ? (On your data, your wifi, someplace's wifi?)
Are you on mobile ou desktop?
Here some things you ca try :
-Reboot your phone or computer
-Try to change web browser
-Empty the browsing data (cookies&cache)
-Try in incognito mode

Did it ever worked from any other provider in Canada? I'm asking because I know Brazil is very protective of its infrastuctures so I wouldn't be surprised if they blocked traffic from outside Brazil at which point you'd need a VPN or see if they have a special portal for people outside the country.
