The activation should not go beyond 3 hours otherwise there might be a problem with the transfer. Consult the following page with all the details : https://fizz.ca/en/faq/im-having-problems-transferring-my-current-phone-number-to-fizz-why-what-can-i-do
On the other hand, sometimes all it takes is a device reboot.
