If my coverage is set to Quebec, is Canada-wide calling included?
If my coverage is set to Quebec, when making a call from Quebec to, say, BC, is that included? Basically, I'm trying to figure out if the coverage area is just affecting roaming or if it affects to where I can make calls.

BC, like in your example, is not included in Quebec coverage:
If you selected the Quebec coverage in your plan, consider buying a Travel Add-on or an International call Add-on to make your calls to Canada or the United States.

In a sense, it does affect roaming as well as your call destinations. It is basically the geographical area where you can call someone of that same area without paying roaming fees. This excludes toll free numbers like 1-800.

Fun fact: the Quebec coverage area also includes the Ottawa region
