Coverage vs. Subscription Zone
I started my subscription a year ago when I was in grade 11, I currently live in Ottawa which means I live in a subscription zone. BUT, in September I will be going off to university in the Toronto area which is in a coverage zone. My question was, if I move to coverage zone instead of a subscription can I still use Fizz or will I need to change to a different provider?

You'll have to move to a different provider if you use the coverage zone and not the subscription zone for 3 months.
The exact wording is
We reserve the right to interrupt or block access to our network of partner providers Fizz EXT if you use your mobile service primarily on their networks for 3 consecutive payment cycles.

And it is no surprise. Even Fizz suggest you to move in those conditions (at bottom of same page, at the "i")
If you only move temporarily, consider lowering your services to a minimum (to keep all the benefits accumulated to far). Couple that with an add-on or a different SIM for the time being.

If I keep my sim card can I join Fizz again if I move back to Ottawa?

Yes!
It is even available for a friend of yours (add it to your referral code, wink, wink 😉 )
After you close your plan you can give your SIM card to a friend. They can use it to activate their own Fizz plan (with their own settings, etc.). This will save them from having to buy their own SIM card.
