I bought a travel add on for calls so that I could call phones throughout Canada but it did not work

Hi there. I bought a phone call add on for Quebec areas last month and it was still not expired. Today I bought a travel add on for phone call as well so that theoretically I could call throughtout Canada. However, when I tried to call others whose phone number was located in Ontario, it was unsuccessful. Should I wait for more time or this combination is a bug?

    Have you activated the roaming on your phone and choose the Fizz Ext network?
