Celluar Update failed what can be done ?

This issue has started over a month now. Where it does not let me make any calls or text at all and i have a iphone 11 so i really do not know what the issue could be either my phone or my carrier?

Did you contact FIZZ support?
I had that same problem a little while, and FIZZ support help me in that case
