I just joined Fizz and I have unlimited texts, I’m able to text off the wifi other company than Apple but for one reason I can’t text the Apple users

Apple texto use Imessage, your data and not your text forfait. You have Iphone? Go on your settings -> Messages -> iMessage

Iphone Users use Imessage and that's use data! No text message! You can chage your contract for the next monthe if you want!

If you are using an iPhone and you message other Apple users the default will be to send an iMessage. However, this uses data and does not utilise the mobile network beyond that. If you want to send everybody text messages you need to manually disable iMessage.
I don't know how much you use exactly but if you are using iMessage quite often int might be word adding 1GB of data instead of unlimited text. You could always buy a text add-on which is valid for two billing cycles.

You need to have data in your mobile plan if you want to send texts to your iphone's friends without wi-fi.

Do you have an iPhone?
If so, as others said, it might be using iMessage. To check if the message you are sending is going through iMessage and not SMS, open the message and see, at the very top, if it says iMessage or Text Message. (See picture attached)
If the issue happens in messages with the iMessage type it confirms the problem, and you fix it by disabling in Settings > Messages > iMessages (disable toggle).
