I made to level 3 but I still did not get any option to unlock voicemail.

It is more than a year that the voicemail is not offered as a bonus5 -
Unfortunately it is not offered anymore. Fizz switches up the perks periodically.6

Congratulations on level 3! You should have unlocked your second slot and also received another 250 MB upgrade. Be sure to activate your second upgrade at least 48 hours before your renewal date.
As others mention, the free voicemail upgrade is no longer offered. Also the upgrade never worked, which is good reason that Fizz removed it. To have voicemail with Fizz, the option has to be added to your plan. Some customers also use Youmail.6 -
