How to transfer the SIM card to another account?

Thinking in expediting the process, I have bought 2 SIM cards under my account, one for me, another for my husband. I'm trying to activate the second SIM under his account, and I'm stuck. I guess this was not possible. How do I transfer this SIM card to his account?

What problem do you have, can you be a bit more specific
