If they have the same area code try to tell them to add +1, or probably they are near an other regional code repeater13 -

Your family and friends will hear that message play if they have only local calling included in their plan instead of Quebec-wide or Canada-wide calling.
If their call goes through anyways and they are not charged, they can bypass the message next time by adding "1" before dialing your number.
Did you recently get a new number? If you are not attached to your number, you can change it at no charge for another number in the your area.
Sometimes the same area code will serve more than one area. For example, 450 serves both north shore of Montreal and south shore. If a south shore caller has only local calling included in their plan, it will be long distance to call north shore.15 -
