probably you have a area code which is different to the one used from your friends
for example if I have 819 area code, people call me from montreal 514 they will receive that message, if they have only local call in their plan12 -

Your family and friends will hear that message play if they have only local calling included in their plan instead of Quebec-wide or Canada-wide calling.
If their call goes through anyways and they are not charged, they can bypass the message next time by adding "1" before dialing your number.
Did you recently get a new number? If you are not attached to your number, you can change it at no charge for another number in the your area.
Sometimes the same area code will serve more than one area. For example, 450 serves both north shore of Montreal and south shore. If a south shore caller has local calling only included in their plan, it will be long distance to call north shore.14 -

Lieux, you are correct that there is no charge with Fizz.
In this case, it is other party who is calling to Zissy. So we don't know if they have to pay charges or not.12 -

Hi. I think that you have a different area code than your caller. For example if you live in Richelieu and the caller live in Laval and have only local call (not Quebec-wide), is normal they have an "out of" local calls, so Long-Distance.13
