The owner who lost it will try to call. As long as the phone has signal (connected to network), you will be able to answer. Otherwise, here are some additional tips:
If there is no password maybe call a number in the contacts.
Apple store or even the police, but there a good chance someone will call so ask them then.
Nice of you to bother. Maybe wait a few hours, see if you get the call. If not, I would also suggest Apple Store.
Or maybe contact the service provider, it should be visible even if cell is locked.
