Yes the data can be used for the tethering (hot spot) without problem

I used in this configuration in multiple situations.

Yes, you can connect another device (tablet, computer, etc) to our mobile phone via the WIFI Hotspot. Most phones can also connect via USB cable if you want a wired data connection. I use both and it works well.Of course be careful of any programs or apps on your other device(s) that use a lot of data or connect in the background, ie. automatic updates, as these can use up all your mobile data fast.
