I have $1 rebate for the internet. Should I wait to get a level up and apply an eventual
bigger rebate? Considering the slots are limited and overtime you can get more rebates

You can receive a $2 discount upgrade when you reach level 2 on your account.

The best strategy is to wait 3 days before your next billing cycle and apply the best upgrade you have.
Remember you cannot apply any upgrades when you are 48 hours or less before your renewal.

I will level up till the 5th level to have the 3 slots and 5$ rebate, always apply the rebate 3 days before the renewal, since when you apply it in a new slot you need to wait the next billing cycle to replace it.
