Why won't Fizz let you use your data during an emergency?

When I turn on my data, I have no access to the internet. I have Fizz (not Fizz Ext) and i set up the APN configurations. seems like there is no issue except the fact I can't use internet

Do you have Fizz or Fizz Ext?
With Fizz Ext you need to enable the data roaming
