I booked an appointment for internet installation, but the technician didn't come. I didn't receive any phone call or cancellation email notice. I tried to contact Fizz but can't find chat bubble.

Probably the technician add a delay on the previous installation, wait couple of hours, and after contact the support
If the technician will not show up today, you must to reschedule en appointment tomorrow.
You can contact Fizz support by chat, from 8 AM to 9 PM everyday:
1- Connect to your Fizz account by clicking « Login » in the top right corner at fizz.ca
2- Click on this link: https://fizz.ca/en/faq/how-do-i-manage-appointment-technician-visit-my-service-address
3- The green chat bubble should appear after a few seconds in the bottom right corner.3 -
Contacting fizz would probably be your best bet!3

That chat bubble is a sneaky one. You can follow mike's steps and if it still does not work try in the browser with incognito mode. That work for me3
