You can’t send messages FROM France. When you will be in France you will not be able to send messages.

You just need to take a mobile plan with unlimited texts, the coverage of your choice (Quebec, Canada, USA/Canada).
If you go in France, just buy an add-on for text or you put money in your wallet and you pay as usage, 0.10$/ text.

You can only send and receive text if you buy travel ad-don.
If it's always with the same person, I believe you could both download a chat apps that use internet instead of sms.
