Why did I keep getting the message "your payment was declined" in activating my SIM card?

I’ve tried many times to activate my SIM card without success since yesterday. I had a “chat” today with your colleague, Anca Marina, who suggested that I attach a few screenshots and some additional info so that you may help me solve the problem (see attachment)
