send/receive MMS requires data plan?

I've searched through the other questions and answers, but just need to double check. Am I right that MMS feature does require to have a data plan enabled?

you need to have data in order to use the MMS
Fizz gives you a perk and a bonus in order to use the MMS, therefore, if you do not send/receive a lot of them with the data given by Fizz you do not need a data plan.

It does take a data plan to send mms, as the attachments are sent this way. So SMS plan AND data plan!
