Never received my Sim card, what should I do?

I ordered my Sim Card on 04/21 and I never received it. My Rogers plan end on 05/27 and I would need it before everything get cancelled.

In this situation the customers service ask to buy a new sim card, after the activation ask for a refund of the first one.
