If I have two different phones and one as datas on its plan but the other doesn't.. Can I transfer data from one phone to the other like a gift?

Non you cannot, you need to have a data plan to be able to receive data transfer

The only exception is a perk

Indeed, you must have data to transfer data unfortunately.

Unfortunately you cannot, you can only transfer (gift) data to a user who as data-plan.
