I want to oder a SIM card (to change from Bell to Fizz) but Fizz sais they don't deliver to my address or my parents address yet my mother is with Fizz, so she got her sim card at her address.. Is it because of the crisis?? Why is there an issus with it?

Yes, you are not living in a subscription area, you are living in a coverage area.

Subscription area
If you live in this area, you can subscribe to Fizz mobile services. The majority of your usage must be done in your subscription area, not on partner networks (Fizz EXT), regardless of your coverage area.
Coverage area
The coverage area you choose for your mobile plan determines where you can use your service (on top of your subscription are where the majority of your usage must be done). Outside your coverage area, you’ll need to buy Add-ons or pay as you go5 -

If your mother has always lived in the same area, I wonder how she was able to get her SIM card and maintain service. Fizz states that you cannot subscribe to the service if you live outside the subscription area. Also if you mostly use the service for 3 months outside of the subscription area, Fizz can terminate your plan or limit your services.
It is because Fizz uses Videotron towers and these towers exist only within the subscription area. When you are using the service outside of the subscription area, you are using their partners' towers.5 -

Maybe your mom is lucky and Fizz hasn't looked into her account, or maybe they don't care (for now) in the end.
If you don't mind risking having your account closed (or probably receiving a warning before), I would try anyways3 -
