Do you have a Canada plan?
Can you check the apn? The videotron apn they do not work in roaming6 -

Do you have only Quebec Coverage or the Canada coverage?
If you have Quebec coverage, you need to buy add-ons.5 -

already tried reboot and flight mode etc. none of them works, and my plan is Canada coverage plan, not sure how to check apn4
