With the crisis Covid-19 if i subscribe now to an internet plan will i receive normal services such as being connected?

Even with the outgoing COVID-19 crisis, you should still receive services.
FIZZ has not reported any suspension(s) of services during this pandemic.
So, in theory your modem should be delivered promptly if you choose to go forward with your subscription.
FIZZ’s technicians/partners are also adopting the prescribed hygiene measures, and limit any physical contact with you when delivering Fizz SIM cards and/or Wi-FI modems.
