"Your account plan is not allowed to connect this call"?

Hello there,
It's the first time I attempt to call a number. I tried several times, they said: "Your account plan is not allowed to connect this call, please adjust your account settings or something".
Then I tried to call another number, 866-866-4532, which is IKea customer service. And it worked.
The number I failed to connect starts with 905. It might be IKea delivery worker.
I answered several calls recently, nothing special happened.
I have no problem connecting to the internet these days.
My plan is: Data: 2 GB • Voice: Unlimited minutes • Coverage: Quebec
Actually I'm in Ottawa, ON. So perhaps I should change coverage from Quebec to Canada? Otherwise what change is needed?

You need to have a Canada coverage or add an addons or put money in your wallet since the 905 it is not covered with your Quebec plan.5

As per the other replies, your plan does not cover calls to numbers outside quebec. If you only want to make one or two calls outside of Quebec without adding Add-ons or changing your plan, you can use some free call services on the internet. For example, with Google Hangouts, you can call any number in Canada and the US for free. You can only do outgoing calls and the receiver will see the caller ID "Private Number". But if you are calling a place like delivery services, that should not be an issue.
