Gifting Perks if no phone plan?

Is there a way to gift Data perks to someone that has a phone plan if I don't have a phone plan? so they could use it instead of me?

It seems that you need a mobile plan to be able to gift perks and data to someone who ALSO needs a mobile plan

Do you have a data plan or not? How do you give data if you don't have a plan

What I do know for sure, is that perks are the only thing you can give to someone who has a mobile plan but does not have data in it.

Those who only have internet plans get a data perk has an incentive to suscribe to mobile plan and vice versa
