If i am only paying for Quebec coverage in my mobile plan, will i still be able to receive calls from Ontario numbers?

If you are in Quebec (you coverage zone) yes, but you need to have unlimited calls or money in your wallet14

You will get ALL incoming calls REGARDLESS of where they come frome, AS LONG AS you are in the province of Quebec.

The important thing to remember about coverage is what service you expect when your phone is inside my coverage plan or outside of my coverage plan.
When your phone is inside my coverage plan (QC in this case), then you are entitled to all the features within your plan (calling anywhere in QC, data working on your phone, receiving calls regardless from where they come from, etc.). Think of it like in ancien times (when I was young), we used to have "long distance" charges. People who called us never paid long distance charges.
When you phone is outside of my coverage plan, when basically nothing works (except for 911 calls in Canada - that's a CRTC rule :-) ).
