Why my travel add-on for Ivory Coast (Zona Africa) not working

I have purchased a travel add-on for Ivory Coast but I can not send neither receive data. (I was in Colombia with a Colombia travel add-on last week and it worked perfectly) I can see the network (Orange or any other operator here in Abidjan) but there is no data transfert. I have tried 3G and 2G, not working.

    Did you check if your phone has the right frequency for the local provider?
    For sure you have the data roaming enabled since you already used the phone in colombia
