There is nothing you can do. These are robots that call numbers at random.9

Personally I add each one individually as a blocked number. I find that by not answering and by blocking all the spam calls I tend to get less of them although not entirely eliminated.11

Unfortunately nothing to do now except make sure to never answer.
Hopefully the government will roll out new policies to help stop them in the future7 -
The 3 calls were from different numbers ... Nova Scotia, Ontario, and British Columbia. I believe blocking numbers for these kind of calls s a shell game.8

If you have an Android phone, you can activate the "Spam filter". Google tracks spam calls and numbers.
When I get such a call, Android says: "Suspected Spam Caller". I can even set it to automatically refuse them without notifying me.
For voice mail, most of the time, these spam calls are robo-calls and hangup once the dialler detects a voicemail. Nonetheless, I do get a few cheaper robocalls that leave a message (always got the ones in Cantonese or Mandarin). I just delete them.
Technically, this is how Google Android works for identifying these spam calls. When you do label it as a spam call, Android send the number to Google. After a certain number of users like me have labelled the call as Spam, then it adds it to the Android "Suspected Spam Caller" list. For the other thousand of people receiving the call from these spammers using the same spoofed number, Android (on the peoples devices) will mark this incomming call as Suspected Spam.

One of the main reasons I do NOT want voicemail. And I never answer calls from numbers I don't know. Unless I expect them.5

Just mark them like spam and block them.3

@MichelP , I was wondering... ...do you answer those calls? (LOL) Just kidding, the site probably had a bug and posted your message multiple times :-)
Maybe the site was calculating the points for the various levels with the "clear" rules :-)
