plan's international calls $5/500min: are those cover calls to mobile numbers too?

Some countries have different rates for land line and mobile calls. Wondering if plan's international call $5/500min add-on is for calls to mobile # as well.

    I think it depends on regions and countries.

    If $5/500 min works for every country, then there will not be different rates any more.
