Is it possible to receive a notification when someone ask a new question on the forum ?

You need to check constantly the   LeaderBoard & Activity
Since it will be shown on the list only ~10 min after.

You don't get instant notifications
You must monitor the leader board
You do get email/txt notifications of responses for threads you are following eventually
However its delayed/not instant

Nope, refresh often.
A way to is to create a webpage with a case within it that would refresh the main page x minute that you want and keep that window at your eyesight.

@Jymmy this is a good idea to create a custom webpage/script that send os notifications when the content change.
If I have time I'll do one and share it, but I'm not at home right now so this will wait
