Normal price drop or is it just me?

A year ago (during beta), I have noticed that the "normal" price was like 35$ for 2 Go at normal price, Canada, unlimited texts and calls, and vocemail (I don't think tax was included). But now it is 31$. Was it always 31$ or it has really decreased?
