Transferring mobile data if you have Internet account only

I have a home Internet account Fizz, but get my mobile service elsewhere (and no, I don't plan to switch.) I keep getting offers of Fizz mobile data in My Rewards - can I somehow gift it to friends who have a mobile account with Fizz? If yes, what's the procedure?
