New to Fizz, thinking about the 250MB upgrade?

I started a mobile plan on Fizz and I was wondering if it is wise to apply the 250MB upgrade now or wait to level up or something.
Also, when I use an upgrade, the slot locks down? Or I can switch between upgrades on demand?
