You are in the subscription area, yes you can but only mobile phone number can be transfer.

The Quebec coverage area also includes the Ottawa region.

Yes you can. While I am an Ottawa resident, that did no matter in my porting my 613 number. Went pretty smoothly.
Do make sure that you keep your former plan active until the number is fully ported. You can then shut it down.
You can use my referral/discount count for a $25 reduction on your third monthly bill. Use IDUOO (all letters) when you actvate tyour plan.

Thanks for the federal codes but does it only apply to 3rd bill? ( does the balance carry over?) I will be in mexico then and will downgrade and buy a local sim card there (cheaper)7

You should be able to do it with no problem as you long as you live in the subscription area which the province of Quebec plus the Ottawa area.7
