New home. My coaxial cable isnt connected to any network. Is that an issue?

Hi there!
My coaxial cable goes from my office to the outside of my home, near the entrance. It has a few meters of cable rolled up,but isn't connected to any network/pole.
Is the technician able to plug it?

    Sure, if the cable is good he will connect it or he will replace it with a new one at no cost if needed.
