No you can't. Your better option is to buy a travel SIM card in the country you go or try Amazon for great deal an a lot of choice.

Only in USA if you have money or an addons or the Canada/US coverage
Or using an APP like fongo
Probably they will unlock this feature for the end of the year

Currently calls can be made only from the US. You need to have Canada-US plan or buy a travel add-on or add money to wallet and pay as you go.

At this time only data roaming add-on can be added to your account. You can add money to your wallet to use the text message pay per use while roaming.

I believe it depends on the plan you have. Which country are you referring to. If it's the US then you can modify your plan to have coverage.
