Has anyone ever used the travel add-on for Asia (specifically Israel), and were they able to make calls or text? (not on a per-use basis.)

No call but and no text as you see. You can by a travel Sim card at the airport in Israël or on Amazon. It's always the best option.
A suggestion

Or on Amazon

with the travel addon you cannot make calls, you can only have data and text
Check also that your phone is compatible with the local network.
I read people using it in china7 -
With Fizz, there is no calling in Israel.
You will be able to receive texts and those are always free.
To send texts, it's only pay-as-you-go rate of $0.10 per text.
For data, there are 2 travel add-ons available or opt for pay-as-you-go rate of $0.20/MB

There is companies locally that rent you phones for overseas for a few dollars a day9

Remember that all travel add ons are effective IMMEDIATELY for current AND next billing cycle.
You can also use a free VoIP (I use Fongo) to make and receive calls; it uses data so would work anywhere.8 -
