Second SIM, no reduced mobile plan

I checked the plans and they were reduced. When receiving my second SIM card for a family member, the discount was not offered anymore when ordering the plan. Is this normal?
Today, the discount is again offered... I do not understand... How do you get the discount on your second SIM?
