When am I going to be able to receive calls and messages again?

I can't receive any calls and messages on my Iphone for the past 2 days. I have to receive calls from my university in the US in order to get ready for the Fall semester. When the services will be restored? I applied all the different solutions and none of them worked out.

    Try to put your phone in airplan mode for 30 secs, if it does not help, contact the support.
