Why can't I call a USA Phone Number?

I have the following plan:
Data: 2 GB
Voice: Unlimited minutes
SMS: Unlimited text messaging
Coverage: Canada + USA
And can no longer call the USA. I've tried restarting my phone and it does not change anything. It says "Your current plan does not allow you to connect this call".

    You must contact the support, since they have planned same maintenance
