Why the travel data addon not work in Germany?

I'm at Bad Füssing, Bavaria region, south of Germany beside Austria. I buy the data add-on for Germany, the roaming is with O2 De but I don't have 4g data connection. Any ideas?

Is your phone compatible with the frequencies used by O2 in Germany? I ended up on 2/3G last summer in the UK because my phone wasn't LTE compatible with the UK carrier I was using.
