Internet available for only some apartments of a building

hello, is it possible that some appartments in a building can have Fizz Intenet and others not? I am moving to G6P4V3. But I can`t see apt 17 in the suggestions.

    You should contact the support, probably there is a problem with their system if you need a reference code in order to have 25$ here is mineK61CD

    I checked with ebox also for them the app is not valid
