Is RCS Messaging Available on Fizz on Android Devices?

Nope it doesn't. You are expecting too much out of this service ;-). SMS working properly by itself would be sufficient enough.

Enough of the rant, getting back to your real question, since the parent company Videotron doesn't support it, neither will Fizz. It took Videotron quite some time to deploy VoLTE and VoWIFI, and it will take Fizz that much longer to deploy it. Videotron is also missing LTE-Advanced which most carriers in Canada have already deployed. Quebecor/Videotron is generally far behind in the mobile technology so expect some time before you can see that feature.

No RCS is not available on Fizz ( Fizz uses Videotron network and Videotron does not supports RCS ).
