Internet slow all day?

Internet speed has been 0.5mbps (making it almost unusable) all day.
Its happened before but was only in the morning and resolved itself before noon.
Restarted the modem many times.

Hope this does not happen often. What area do you live?
When you were having the problem, was it with wired or wifi connection?
Also what are you using to measure the internet speed?

Quebec City. Wired connection. Speed test in Google but any other test reports similar result (upload speed is fine, download is very low).9
