Are you referring to the Canada-wide test alert scheduled last week, on May 8th?
It was cancelled in Quebec due to flooding in some areas.

Oh I see you are referring to the Amber Alert this morning for a missing child in Ontario.
The boy, 3, was found safe in Toronto after Amber Alert issued in Sudbury, Ont.https://www.alertready.ca/#faq

As I said on the francophone side of the community, it depends on where you're located when they send the alert.0

Here's the list of all places where the Amber alert was issued earlier this morning : https://archivedalertes.pelmorex.com/archive/2019-05-14/2019-05-14T12_39_27_23I891C57D1-037C-A33F-6D07-F169D9CCA568_001.xml (note : it's a .xml file but you can view it in you browser)
In fact this message is the end of the Amber alert. If you look at the line called Polygon, you can see in which region (or polygon) the alert was issued.0
