I ordered a SIM card from my account as a gift
Will that person b able to create a account for themselves

    Of course they can!

    It's the same steps but they can bypass #4 and #5 cause they will already have the SIM

    Yes I have done it myself. I activate a sim that my friend cancel after a use and activate with my account. The sim must be inactivated or deactivated before try it.

    As others mentioned, as long as you dont use the sim card on your account, this person will be able to use it to activate their own account.

    With an inactive FIZZ SIM card, anyone can open an account at fizz.ca
