Iphone 4 : no data - unable to set APN

Hi
With Iphone 4 i am not able to set APN. Same problem as in the picture but displays :
Set up personal hotspot : to enable personal hotspot on this account contact videotron
Videotron... Should i unlock the phone
Please help me.

Iphone 4 is not compatible with Fizz. You need Iphone 5s and up
