sim card not received, and no any delivery information

I have ordered two sim cards on March 28th with order number **, but there is no any delivery information shown in my account details, and I cannot find any carrier number to track the delivery also.
how can i get my sim cards? or how can I get refund my payment?
who can tell me the contact phone number of Fizz for after sales service?
